Guarantees of origin for electricity, gas, heating and cooling are covered by the draft regulation. Guarantees of origin are electronic documents drawn up under the law which are intended to guarantee the origin of the electricity, gas, cold or heat produced.

Swedish Energy Agency regulations on guarantees of origin for energy

The Swedish Energy Agency proposes new regulations, STEMFS (2025:00) on guarantees of origin for energy, to replace STEMFS (2017:2) on guarantees of origin for electricity. The regulations contain provisions on the metering and reporting of meter values, net production, correction factor and the producer’s obligation to notify changes. The regulations also contain provisions on the information to be included in an application for Guarantees of Origin (GO) and how information is to be provided. Several new provisions are being added, mainly concerning the issuance of GOs for gas, heating and cooling. The provisions on GOs for electricity include adjustments to align with the revised Renewable Energy Directive and CEN-EN 16325, or to provide clarification.
