Estland Requirements for the accessibility of a building in order to ensure a level playing field for the use of buildings by the entire public.
Requirements for building accessibility
The Bill will establish minimum requirements for the accessibility of buildings. Compared to the legislation currently in force, the purpose of the regulation is being amended to extend the current narrow view (unobstructed use of buildings by persons with disabilities) to the entire population, taking into account the principles of universal design. The scope will also be clarified and extended on the basis of the current list of purposes of use of the building, and minimum requirements for the accessibility of residential real estate will be added. In addition, exceptions are specified for cases where full application of the regulation is not possible (including architectural monuments, buildings with a small floor area or certain structures). The draft also updates the structure and content of the provisions in order to better cover all groups of the population affected by the legislation.
