Technical conditions for fire brigade vehicles and Border Guard vehicles

the Ministerial Decree: Internal Affairs and Administration, National Defence, Finance and Economy and Justice amending the Regulation on Special Vehicles and Vehicles Used for Special Purposes of the Police, [...] and Fire Brigades

The draft Regulation amends the existing Ministerial Regulation: Internal Affairs and Administration, National Defence, Finance and Justice of 22 March 2019 on special vehicles and vehicles used for special purposes by the Police, the Internal Security Agency, the Intelligence Agency, the Military Counterintelligence Service, the Military Intelligence Service, the Central Anti-Corruption Bureau, the Border Guard, the State Protection Service, the National Revenue Administration, the Prison Service and the Fire Service (Journal of Laws 2019, item 594), by modifying the catalogue of documents required for vehicles built using the base vehicle. The project envisages that the vehicle is constructed using a base vehicle for which one of the following documents has been issued:
1) certificate of conformity – relating to a vehicle of a type for which a national vehicle type-approval certificate has been issued;
2) certificate of conformity – relating to a vehicle of a type for which an EC vehicle type-approval certificate has been issued;
3) EC individual vehicle approval certificate;
4) certificate of conformity – relating to a vehicle of a type for which an EU vehicle type-approval certificate has been issued;
5) EU individual vehicle approval certificate;
6) the national individual vehicle approval certificate;
7) certificate of conformity – relating to a vehicle of a type for which a national type-approval certificate for vehicles produced in small series has been issued;
8) recognized by the Director of Transport Technical Supervision:
a) a national vehicle type-approval certificate,
b) the national individual vehicle approval certificate,
c) national type-approval certificate for small series vehicles*)
– issued by the competent authority of a Member State of the European Union other than the Republic of Poland.
At the same time, the draft provides that the requirement for the documents referred to above does not apply, inter alia, to:
(1) a fire brigade vehicle constructed using a base vehicle of categories N2 and N3 equipped with a propulsion unit with lower exhaust emission standards than those applicable and meeting alternative technical conditions;
(2) a vehicle designed and built or adapted for use by the Border Guard, intended for the protection of the national
border.
The amended Regulation also introduces alternative technical conditions for new base vehicles of categories N2 and N3, used for the construction of fire brigade vehicles equipped with power units with lower exhaust emission standards than those in force.
