The Swedish Transport Agency's regulations on amendments to the Swedish Transport Agency's regulations and general advice (TSFS 2017:54) on roadworthiness testing

The regulations as a whole concern roadworthiness testing, but the current amendment only contains proposals to remove rules requiring inspection of the eCall system.

The regulations on eCall have not been notified previously, but the basic regulation was notified under 2016/0689/S.
In the absence of a mutual recognition clause, please justify why:
These regulatory amendments only cover changes that mean that the eCall system does not need to be inspected by inspection bodies, as the conditions for carrying out such an inspection are not met.
