Estonia The annexes to the draft Regulation provide for technical requirements for radio equipment of radio communication services. The radio equipment set out in the draft Regulation may be used without a frequency authorisation.
Amendment of Regulation No. 96 of the Minister for Economic Affairs and Communications of 7 October 2011 on conditions for using radio frequencies and technical requirements for radio equipment exempt from a frequency authorisation.
The draft Regulation provides for technical requirements for radio equipment used without a frequency authorisation. Specific technical requirements for radio equipment are set out in Annexes 1-19 of the draft Regulation, which are divided into normative and informative parts.
The normative part lays down the conditions and technical requirements (radio frequency band used, bandwidth, radiation norms, modulation) for the use of radio equipment and preconditions for planning radio frequencies.
The informative part states relevant harmonised standards recommended for use in the conformity assessment and certification of radio equipment and states the notification number received upon notification to the European Commission.
The part concerning specific requirements has been divided into paragraphs for each type of equipment for radio communication services and short range devices, and its structure with regard to radio communication services and objectives for the use of radio frequency bands is in accordance with Electronic Communications Committee (ECC) Decision CEPT/ECC/DEC/(01)03 and the European Communications Office's (ECO) Frequency Information System.
Annexes 1-19 are in accordance with the radio interfaces form drawn up in 2008 by the Joint Working Group of the Telecommunications Conformity Assessment and Market Surveillance Committee (TCAM) and the Radio Spectrum Committee (RSC) of the European Commission.
