Animal welfare when keeping animals.

Legislative proposal by member Ouwehand amending the Animals Act and the Economic Offences Act in connection with abolition of industrial livestock production.

The amendment to Article 2.1 (Article I(A)) and the newly proposed Article 2.2a (Article I(C)) that are proposed in the attached legislative proposal may contain technical regulations, which concern the following provisions:

- Defining which behavioural needs of animals must be met in livestock farming.
- A ban on physical interventions on animals if these interventions are performed in order to keep them within a certain system or accommodation and if there is no veterinary need for them.
Since the provisions fit within European legislation on animal welfare, a mutual recognition clause has not been included.
The inclusion of a mutual recognition clause has no added value in this case, and is, therefore, not necessary.
