Government Bill to Parliament proposing an amendment to the Waste Act and related legislation
The proposal proposes amendments to the extended producer responsibility under Article 8(2) and (3) of Directive (EU)
2019/904 on the reduction of the impact of certain plastic products on the environment. The proposal proposes that the
compensation paid by producers to municipalities for the costs referred to in the aforementioned paragraphs would be
based on a fixed annual cost per capita, with the exception of collection containers for tobacco waste, the costs of which
should be reimbursed in accordance with the actual costs incurred.
It is also proposed that the prevention and cleaning of litter caused by nicotine pouches should be included in the scope
of the producer’s liability for costs. Producers of nicotine pouches should be obliged to reimburse municipalities for the
costs incurred in collecting nicotine pouch waste and cleaning up litter in certain public areas, as well as for information
and advice on the prevention of nicotine pouch litter.
The proposal is implemented in Åland through what is known as “blanket legislation,” which means that Finland’s
national regulations are made applicable in Åland.
