MODIFICATORIA 1 DEL REGLAMENTO TÉCNICO ECUATORIANO RTE INEN 142 "LLAVES O VÁLVULAS DE USO DOMICILIARIO" (Amendment No. 1 to Ecuadorian tandardization Institute Technical Regulation (RTE INEN) No. 142 "Cocks and valves for domestic use")

The Republic of Ecuador hereby notifies Resolution No. MPCEI-SC-2025-0279-R - Amendment No. 2 to Ecuadorian Standardization Institute Technical Regulation (RTE INEN) No. 142 "Cocks and valves for domestic use" and Amendment No. 1 thereto contained in Resolution No. MPCEIP-SC-2025-0225-R of 24 July 2025, and will enter into force as of its signature, without prejudice to its publication in the Official Journal.

Amendment No. 2 to RTE INEN No. 142 and Amendment No. 1 thereto provide the following:

1. In the main text of Amendment 1 to RTE INEN 142, contained in Resolution No. MPCEIP-SC-2025-0225-R of 24 July 2025:

·        Under point "10. CONFORMITY ASSESSMENT PROCEDURE":

o   Substitute (translation) "8.1" for "10.1".

o   At the end of point 10.3.6 of Amendment 1 of RTE INEN 142, substitute "; or" for "."

o   In "Article 3", substitute (translation) "ARTICLE 3 – This Resolution will enter into force on 12 August 2025, without prejudice to its publication in the Official Journal." for "ARTICLE 3 - This Resolution will enter into force on 12 March 2026, without prejudice to its publication in the Official Journal.".

2. In the main text of Ecuadorian Standardization Institute Technical Regulation (RTE INEN) No. 142 "Cocks and valves for domestic use" contained in Resolution No. 14 404 of 15 August 2014, make the following amendments:

·        Under section "3. DEFINITIONS":

o   Substitute (translation) "For the purposes of this Technical Regulation, the definitions provided in the current INEN No. 965 and those detailed below are adopted:" for "For the purposes of this Technical Regulation, the definitions provided in INEN No. 3123 and those detailed below are adopted:".

·        Delete all of "4. CLASSIFICATION".

·        Under section "5. PRODUCT REQUIREMENTS":

o   Substitute (translation) "5.1 The products covered by this Technical Regulation must comply with the requirements laid down in the current INEN No. 968." for "5.1 The products covered by this Technical Regulation must comply with the requirements laid down in the INEN No. 3123."

·        Under section "6. LABELLING REQUIREMENTS":

o   Substitute (translation) "6.1 The labelling of the products covered by this Technical Regulation must comply with the requirements laid down in the current NTE INEN No. 968." for "6.1 The labelling of the products covered by this Technical Regulation must comply with the requirements laid down in NTE INEN No. 3123."

·        Under section "7 CONFORMITY ASSESSMENT TESTS":

o   Substitute (translation) 7.1 The conformity assessment test methods of the elements indicated in this Technical Regulation must be as specified in the existing NTE INEN No. 967. for 7.1 The conformity assessment test methods of the elements indicated in this Technical Regulation must be as specified in NTE INEN No. 3123.

·        Under section "9. REGULATORY REFERENCE DOCUMENTS":

It should be noted that, with respect to Resolution No. MPCEI-SC-2025-0279-R of 17 October 2025 – Amendment 2 to Ecuadorian Technical Regulation RTE INEN 142 "Cocks and valves for domestic use" and Amendment No. 1 thereto contained in Resolution No. MPCEIP-SC-2025-0225-R of 24 July 2025, Ecuador has followed all the transparency and notification guidelines determined by the WTO.
